Originally called IDEC, the company was founded in Teesside in 1976. The company originally specialised in Instrumentation and Electrical Engineering Design and Project Management. Since then, it has expanded over the decades with over 150 staff and 5 offices across Northern England and Scotland. As IDEC Technical Services Limited, it covered the following business areas:

Power system engineering has grown to become a sophisticated and continually changing science with a responsibility to ensure safe engineering practices, practical engineering solutions and cost-effective uses of energy.
A complete documentation package is always provided and for all panels we carry out a point-to-point wiring check, insulation test and panel functionality tests.
In addition, our manual includes supplier propriety operation and maintenance details of equipment together with the relays used. The manual also includes copies of all test results of works tests and applicable Certificates of Conformity.
High Voltage Protection Refurbishments Keltbray-IDEC Limited can provide in-house total Electrical & ICA Services – Design, Panel Assembly, Site Installation, Testing, Commissioning, and back-up services including: –
- Replacement of obsolete primary protection and auxiliary relays associated with long established substation switchgear sites.
- Provision of new microprocessor protection relays fitted and prewired off site to panel fabricated facias. This minimises system feeder overall outage periods for installation, testing and commissioning.
- Protection scheme design, specification and procurement of protection and auxiliary relays, panel components, panel metalwork and installation materials.
- Preparation of scheme drawings, wiring diagrams, metalwork detailing, provision of installation documentation, site work programme, method statements, risk assessments, test schedules, wiring test sheets, commissioning test records and “as commissioned documentation”.
- Design and installation work content established at each substation. Existing protection relay wall frames or freestanding panels surveyed to determine the extent of metalwork replacement and agree protection relay layout. Installation methodology determined for sequence outage of panels at all substations. Cable supply and installation work associated with protection and supervisory control finalised.
- Fabricated panel metalwork comprising full panel front plates, relay projection collars or replacement panel doors fitted out with protection relays and control components. Each assembled unit prewired and wiring point to point tested in readiness for site installation.
- At programmed work location and applicable protection panel redundant protection relays and associated wiring removed. Panel metalwork modification content undertaken either by ‘Plasma’ cutting techniques at vibration sensitive panel suites or direct metalwork cutting performed at standalone panels. Panel front plates mounted, and pre-wiring connected to internal panel components and terminals. On installation completion panel functionally tested and commissioned with customer’s engineer in attendance.
Keltbray-IDEC Limited provides a high-quality electrical design associated with the construction of new and the refurbishment of existing 132kV, 33kV, and 11kV substations including:
- Main Transformers.
- Transformer Protection Panels.
- Transformer AVC Panels.
- 33kV and 11kV Switchboards as required.
- Outdoor 132kV, 33kV and 11kV Switchgear as required.
- 110V dc Battery Charger and Distribution Systems.
- LVAC Switchboards.
- SCADA systems including RTUs for the remote control of the circuit breakers.
- Small power, heating and lighting associated with switch house buildings.
Our scope of work for this type of project usually follows the following format:
Attend the sub-station together with the nominated civil engineering designers and the main contractor to ascertain and agree the scope of work covered by this project. Discuss all practical options available and present these finding in the form of a scope of work document.
Following the acceptance of the scope of work document IDEC then specify the following equipment:
- Specification of the new switchboard covering fault levels, protection current & voltage transformer class and ratio, number of feeders, incomer, and bus sections, etc.
- Specification of SCADA system requirements, digital input, digital output, and analogue signal details.
- Specification of 110Vdc battery charger & distribution system including standing load requirements, maximum switching currents expected, discharge times, etc.
- Specification of LVAC 415Vac and 11KVac switchboards and prepare associated drawings to enable them to be built.
- Prepare transformer protection panel schematic, wiring and general arrangement drawings to enable the panels to be built.
- Prepare transformer AVC panel schematic, wiring and general arrangement drawings to enable the panels to be built.
- Prepare drawings to enable the site installation team to interface the existing transformer and tap-changer to the new protection & AVC panels.
- Prepare drawings to enable the site construction team to fully re-wire the existing switch house for small power, heating, lighting, and de-humidification requirements.
- Prepare site layout drawings to detail all major & secondary items of plant.
- Prepare cable block diagram, site cable schedules and core termination sheets to enable the site construction team to complete the project.

Our staff carry a wide range of DNO authorisations and are backed by a comprehensive support and logistics organisation to ensure man and material are at the right place, at the right time.
Our commissioning engineers are fully conversant with all types of modern switchgear and protection equipment and have a good knowledge of legacy equipment that is critically important when working on brownfield sites. We are equipped with the latest test equipment including three phase programmable relay tests sets and are equipped with the necessary software to permit the test of the most complex devices.
We can package the above with the design & supply of protection / control and SCADA systems and the provision of other equipment, such as battery / charger systems to provide a full balance of plant service to our customers, under the control of an in-house project management team.

Keltbray-IDEC Limited operates its own in-house manufacturing facility. This gives the company control of all aspects of design, manufacturing, testing, installation, commissioning, maintenance, and training. With these being provided on site, it allows the design and efficient manufacture of both standard and factory-built assemblies in accordance with the customer’s specifications.
We provide panels for all types of control schemes including Protection and Control, Relay Logic, and Instrument and Control Panels and Desk.
Keltbray-IDEC also custom builds Motor Control Centres and L V Switchgear Systems. The MCCs would be designed, built, and tested in accordance with BSEN60439-1 1994, IEC 439-1 1985 and BS 5486 1990. We supply ASTA certified Busbars from 600 to 4000 Amps with short circuit capabilities of 25kA for 1 sec, 50kA for 3 sec, and 80kA for 1 se.
We can supply fixed and withdrawable compartments and up to Form 4 Type 7 construction.
The low Voltage Switchboards would have ASTA certified Busbars from 100 to 700 Amps, up to 100kA 3 sec withstand capabilities and up to Form 4 Type 7 construction.
Keltbray-IDEC also designs and builds in-house HV Packaged Sub Stations and Control Rooms.

Keltbray-IDEC has the technical ability and in-depth knowledge to provide totally integrated control systems for either HV Protection or Control System Integration. This involves the combination of plant control with state of the art “intelligent” relay systems, giving communications and process control, load control, load shedding, tariff optimisation, generator control and automatic supply restoration.

Rockwell Automation
Keltbray-IDEC is a Rockwell Certified Systems Integrator. Wherever possible, IDEC seeks to implement Rockwell Automation best practices, for example developing the control network in line with the Rockwell and Cisco Validated Converged Plantwide Ethernet Model.
CopaData
Keltbray-IDEC is also a COPA-DATA Registered Partner having installed several wind farm PLC and SCADA projects using the COPA-DATA SCADA platform.
Keltbray-IDEC have recently completed several wind farm PLC and SCADA projects both onshore and offshore, each including a PLC system, unified SCADA system with interfaces to other parties including WTG suppliers and NGET/NGESO, and communications systems for PQM and metering interfaces. In these wind farms, the IEC61850 protocol has been used successfully for control of remote switchgear and power quality meters with other protocols used for integrating with switchgear, PQMs, distributed temperature systems, etc.
Keltbray-IDEC are familiar with most industrial protocols including Ethernet/IP, DeviceNet, CIP, Modbus TCP and RTU, DNP3 over Serial and Ethernet, IEC60870-5-101, IEC60870-5-103, IEC60870-5-104, OPC-DA, OPC-UA and IEC61850.
